José explained that many concrete structures built before modern seismic design requirements lack the reinforcing and structural detailing needed to absorb earthquake energy. These buildings can experience sudden, brittle failure, putting occupants and communities at significant risk.

The concerns raised in Puerto Rico are also relevant here in California. San Francisco’s Concrete Building Safety Program is expected to require seismic screenings of thousands of older concrete buildings to identify those that may be vulnerable.
